Description:
Brief description of the tender: The subject of the tender is the preparation of an analysis of cross-border secondary data exchange. With the effective EHDS regulation (Regulation (EU) 2025/3272), the organization of the secondary use of health data changes across the Union. The Regulation states that each Member State shall set up the national contact point for the secondary use of health data, which is an organizational and technical gateway (cross-border gateway). It makes it possible to make electronic health data available for secondary use across borders and is a link to the trans-Union infrastructure HealthData@EU with technical, organizational and interoperability requirements for connecting and handling. The requirement will apply in 2029. In the analysis, it is found out which requirements apply, potential recyclables are mapped solutions, the concept of the organization of the domestic gateway, the technical architecture and the action plan for its implementation with volume and resource estimates are developed.
