- A brief description of the procurement: Through a public space design plan, the Harku rural municipality government wants to specify and develop the directions for spatial development in the development plan and the comprehensive plan. In addition, the basic principles of the place creation are proposed. Through thoughtful development of public space, a sense of community cohesion, a sense of identity and quality of life of citizens. The living and continuous use of public space creates the prerequisites for their change and preservation as well -maintained and safe places. The design competition shall be organized pursuant to § 128 (1) 1) of the RHS. The winner of the design competition shall be concluded as a result of the procurement procedure under § 49 (6) of the Public Procurement Act.
