- A brief description of the procurement: The purpose of the procurement is to develop a plant health barometer that would provide an overview of the changes in the field for a longer period and include various lower indicators. The barometer would be a complex metric that would bring together the most important plant health indicators and data collected and take into account important risks. This would allow for a general assessment of the situation of Estonian herbal health on an annual basis, compared to the previous period and would help to assess the changes in the situation through the components of influence. This would help to assess the holistic impact of the field on food production and to ensure better preparation for crises, including in the forestry sector, as there are important forest pests among dangerous pests. It also provides an opportunity to review the state of the field and changes to the public.
