Description:
Brief description of the tender: The purpose of the tender is to order a competence model for digital competence of public servants, which is based on the European DigComp 3.0 framework, but takes into account the tasks of the public sector, the logic of the operation of the Estonian digital state, and the legal and with the policy framework. Together with this, a description of the digital competence needs and recommended skill levels of job categories or role groups is ordered. In addition, two skills-based assessment tools are ordered: the public servant's digital competence assessment tool (created based on the competence model) and the digital competence assessment tool of the population (based on the European DigComp model). Assessment tools must measure real skills through practical tasks and situational tests and must not rely solely on to self-esteem.
