Tallinn Strategy Center creates a dynamic procurement system (hereinafter: DHS) to purchase vehicles in Tallinn. The DHS item is to buy, leases as a lease, financing and a full service rental. DHS is divided into parts (categories) and the system is valued for 36 months (extension with the possibility).
