Brief description of the tender: The subject of the tender is to prepare an expertise of the "stands" and "heaters" parts of the main project for the reconstruction of the Sillamäe athletics and football stadium, which enables an assessment of whether the parts of the main project have been prepared in such a way quality and to such an extent that the future main construction contractor does not have a justified need to replace or change project solutions in order for the end result to meet the purpose of the procurer (i.e. the future main contractor must not have the right to request additional money, referring to an incomplete project) and to assess whether measures to reduce the cost of construction work have been implemented as much as possible when preparing the parts of the main project, and whether the possibilities of the project budget have been taken into account when developing project solutions.
