Brief description of the tender: The Ministry of Justice and Digital Services commissions an analysis, during which Estonian and EU law and practice are examined in relation to the exclusion of technology and service providers related to risk countries in public procurement and in the context of critical infrastructure. Analysis must identify the possibilities and limitations of the legal framework, provide practical solutions (including sample conditions and decision logic for the procurer) and submit proposals for the application and modification of the legal framework to enable the exclusion of technology for security reasons.
