- A brief description of the procurement: Holm Quarter has historically been a built -in area in the Ülejõe district in Tartu. The comprehensive plan of the city of Tartu foresees the spatial buildings of the recycling of Holm Quarterly. In order to design a complete building, the Tartu City Government initiated a detailed plan for Holm Quarter. To find the plan, the Tartu City Government will conduct a design competition to find the best compiler to prepare a detailed plan for Holm Quarter. The contract with the winner of the design competition will be concluded for the preparation of a detailed plan.
